Born in Oregon City, Clackamas County, Oregon Territory. Enlisted in the 1st Oregon Infantry for three years at Portland, Oregon. Mustered in as a Private in Company D the same day he enlisted. On 29 Mar 1865 was on detached service at the Umatilla Indian Reservation, Oregon. On 7 Aug 1865 Private Price was on detached service at Fort Walla Walla, Washington Territory. During Sep-Oct 1865 he was on detached service at Fort Boise, Idaho Territory. Mustered out at Fort Vancouver, Washington Territory. A member of Custer Post No. 6 of Tacoma, Pierce County, Washington as early as 1885. Elected as an Alternate to the 1907 Encampment of the Department of Washington and Alaska. Served as Sheriff of Pierce County, Washington from 1889 to 1893. In 1892 elected as Washington's second Secretary of State and served one term. Died at his place on Lake Steilacoom, Tacoma, Washington.
