Born in Hartstown, Crawford County, Pennsylvania. A resident of Camp Point, Adams County, Illinois when he enlisted in 78th Illinois Infantry for three years at Camp Point, Illinois on 6 Aug 1862. Mustered in as a Private in Company G at Quincy, Adams County, Illinois on 1 Sep 1862. Deserted on 17 Mar 1863 while his Regiment was at Franklin, Tennessee. Served in the 78th Illinois Infantry under the last name of "Ourey" or "Owrey". Drafted into the 97th Pennsylvania Infantry for three years. Mustered in as a Private in Company D at Reading, Berks County, Pennsylvania on 26 Oct 1863. Wounded on 18 May 1864 during the Bermuda Hundred Campaign in Virginia. Apparently transferred to Company B, 24th Regiment, Veteran Reserve Corps (VRC) on 12 Oct 1864. Discharged on a Surgeon's certificate of disability on 4 Apr 1865. Served in the 97th Pennsylvania Infantry and the VRC under the last name of "Frame". In 1885 he was a member of Custer Post No. 6 of Tacoma, Pierce County, Washington. Died in San Joaquin County, California.
